AGAMENON is a project that, within the framework of the First INTERREG MAC Call 2021-2027, addresses migration management, and in particular, that of unaccompanied minors, within the first challenges of the program:

No. 1: Support migration management within the cooperation area, both at origin and destination, and contribute to raising awareness of the migration phenomenon and its challenges
No. 2: Addressing the specific problems of archipelagic areas.

The project aims to identify and validate innovative forms of early detection of illegal immigration on the Atlantic route to the Canary Islands, using sensors on board UAS (Unmanned Aerial Systems) platforms on persistent flights (days, weeks or months).

The use of this type of technology is intended to facilitate the adoption of preventive and corrective actions for the early management of the necessary resources, with an emphasis on the detection of unaccompanied minors and establishing appropriate reception conditions, improving their management and optimising the reception capacity on the islands.

The project has many beneficiaries: immigrants themselves, State Security Forces and Corps, institutions and NGOs related to immigration assistance and, ultimately, society in general.

The development of the project requires an approach of territorial cooperation between the authorities of the countries issuing and receiving the migratory flow that guarantees the adequate coordination of both parties.

Project jointly presented by PTFSA (main partner), Police
National, Higher Headquarters of the Canary Islands (ERDF partner), Ministry of the Interior of Gambia (African Third Country Partner). The General Directorate of the National Police of Senegal is also participating in this project as
associate partner.

Planned activities:
  • Identification and establishment of requirements for the Identification and Monitoring of Migratory Routes in the Macaronesian Region.
  • Identification and establishment of project requirements for the detection of migratory flows at points of origin and monitoring during the maritime journey and at destination.
  • Definition and execution of persistent UAS flight campaigns for an Effective Response.
    • Definition of UAS flight plans.
    • Tendering for flight operations, development of data processing applications and project management.
    • Development of data processing applications, execution of flight plans and analysis of results.
    • Development of reception measures.
  • Facilitate an Effective Humanitarian Reception in the Macaronesian Region and contribute to Raising Public Awareness and Awareness on Irregular Migration in the Macaronesian Region (Canary Islands and Gambia).
